netapplet

I use an application called net_applet in Mandriva which I find useful 
and I can allow a normal user to start up the network. It sits in my 
system tray nicely. However, I installed netapplet (note there is no 
"_") in Kubuntu but I can't find it anywhere to run it, commandline 
doesn't seem to help. Does anyone know and use this?

Also, I notice that when networked with winxp at least, if you unplug 
cables and plug them into another computer it doesn't refresh and I have 
to do it manually, can this be automated?
