remote management of shared network printer on Ubuntu server

Hello,

I just want to re-phrase and simplify a post from a while back....

Simply put, is it possible to setup remote admin of a shared network 
printer (via samba/cups, using windows-style sharing)? For example, is 
it possible for a user to access a web admin page (or similar) and 
manage the print queue and other printer settings?

Typically I would do this via the cups web administration interface 
(host:631), but it seems that all the administrator functionality has 
been locked down due to security reasons in Ubuntu. In addition. no 
matter how much I play with conf files (cupsd.conf, etc.), I can't 
access this interface from a remote networked machine.

Usually, our headless Ubuntu (Hoary) server functions fine as a print 
server, but occasionally there are problems, or someone needs to manage 
the print queue. The only method I know of now is to ssh in, launch a 
vnc session, vnc in, access print setting, become an admin, and then 
party. Is there a more simple/robust way to do this, or better still, a 
way "regular" users can do this?
