For hardware recommendations for this area, the best place to ask would be
the MythTV lists, or similar niche project.  They will know the hardware
inside and out by now;  and I'm sure will be able to guide you with
recommedations.

Regarding Fedora and Ubuntu, both use the same Linux kernel and so the
driver support is going to be the same, what differs are things like
autodetection and whether anything is setup by default;  or the way that new
programs are installed.

(I can think of at least a couple of Debian Developers here in the UK that
have funky DVB-T/S setups similar to what you're considering).

When you've sorted out would hardware selection and built the machine, could
you write up on the wiki what you've needed to go (easier to do if you do it
whilst you're going along) and file bugs on anything that wasn't auto-
detected/configured correctly.

That way, the next person to ask this should have all the answers waiting
for them!
