Open the case and remove the power button. I'm serious, that's what my 
sysadmin did because people kept turning the machines off.

I can tell you about experience with 21 year-old kids who can't read a 
sign that says "please do not turn the freakin computers off!!". :) 
They sysadmin actually put the sign *on top of* the power button and it 
still didn't work. So he just opened all the cases and removed them.
