emacs: key bindings work from 'xterm' but not from 'bash'

Hi All

When I start emacs from a bash shell and look at my key bindings it tells
me that 'set-mark-command' is bound to 'C^@' but it's not - it seems to be
bound instead to 'C^2'. When I enter the control-shift-2 key combination
for 'C^@' I effectively get 'C^2' - the shift doesn't engage.

However, if I start up an 'xterm' and do the same thing 'C^@' works fine!

Any idea(s) what may be wrong? I tried different keyboard thinking I have
a h/w problem but that's not the case. Emacs behaves the same.
