There used to be a problem with libxklavier something or other, but
afaict that has been fixed now. Are you up2date on Dapper now?

And you may also want to delete the default layout that appears in that
settings dialogue, and add in the new ones of your choice. Do *not*
select one as the default, just arrange them in your preferred order in
the list.

I have US+Dvorak and Russian layouts set up that way, on Dapper, in
Gnome.

On the console you may want to look at the console-data and
console-tools packages.
