You can access your windows drives from within Linux. You won't have
write permissions, only read, but you can change that via /etc/fstab.
And there are drivers out there for Windows that allow u to access your
ext3 drives. For filesystems I'd stick with ext3 since it is well
supported.
Years ago when I tried to install Redhat Linux (6,7,8, etc) along with
Windows on same drive I ran into problems. That may not be the case
today. But as a result of that experience I ended up using two drives,
one entirely for Windows and the other only for Linux. Never had a
problem (except for Windows installs overwriting the master boot
record). Data can still be shared this way between the two OS'es.
