Do you a) have two hard drives, and want to make them into a single
'partition', or b) have you installed a second hard drive and want to
partition it?

If a), you can use LVM or device-mapper to do it.
If b), you can use gparted, fdisk, cfdisk or probably half a dozen other
partition tools to do it.
