There are some programs available in the repositories for managing APC
UPSes. You did not specifiy what brand/model UPS you're using,
however.
$ apt-cache search ups | grep -i apc
apcd - APC Smart UPS daemon
apcupsd - APC UPS Power Management
apcupsd-cgi - Cgi for APC UPS Power Management
apcupsd-doc - Documentation for apcupsd
