Additional Information
The wmode parameter has the added benefit of enabling the display of
layers on top of Flash objects in Internet Explorer browsers 4.0 and
above. Again, this additional benefit does not extend to the Netscape
browsers for Windows or any Macintosh browsers. For more information

Layers appear below other elements on a page
Issue Layers will not display over form elements or embedded content,
such as Flash (SWF) movies. Fireworks 4's pop-up menus also will not
display over these elements.
Reason
> Form elements
Form elements, such as Jump Menus or Text Fields, retain the focus of
the page. Different form elements may retain focus in different
browsers. As such, it is best to preview pages in a wide variety of
browsers to determine how focus will be handled.
> Plugin content
Embedded content relies on a plugin to play in the browser window.
The plugin does not allow HTML content to overlap its own content.
Solution
Design the page's content so that layers or pop-up menus do not overlap
form elements or embedded content. If inserting pop-up menus into
another HTML page, test the location of the pop-up menus by previewing
the page in a browser.
