IIRC I read about it some month ago on debian-user (before switching to 
kubuntu) and I created the file. I found the following HOWTO writing udev 
rules:

I just checked the document and there the author recommend to store the local 
udev rules in a file called 10-local.rules. The name of the file in my 
previous mail (10-locals.rules) was a typo. Sorry for that.
