On a purely pragmatic level, the difference helped to pinpoint the fact
that the O.P. needed dapper-security and/or dapper-updates lines
in /etc/apt/sources.list
I have no idea what the official policy decision was/is - but the
difference made it clear that his install was not up to date. Someone
commented that it was absurd to discuss the presence or absence of the
final ".1" - but I think the point is that its absence indicated a
potential problem.
I'd also be interested to hear the "canonical" position on this :)
