Many times, this is a part of the service; if you know the number of
a text-enabled cellphone, go to their web page. It's usually something
like "812-4649211 at messaging.cellphone-company.com". Then, it's just an
email problem.
There are other, more complicated ways to to that; go to
Applications->Add/Remove and search for "cellphone" or "text messaging"
or possible "SMS".
