 $ dpkg -S krandrtray
kcontrol: /usr/bin/krandrtray
kcontrol: /usr/share/applications/kde/krandrtray.desktop
gnome-app-install: /usr/share/gnome-app-install/krandrtray.desktop

It seems to be in the kcontrol package - and it appears to be installed
here with kubuntu-desktop by default.
