[Dapper] Timezone config busted after libc update

Hi,

I updated libc6 today and now my timezone configuration is broken.

Synaptic's terminal popped up and stated this:
Your current time zone is set to America/New_York
Do you want to change that? [n]:

I answered 'N', but it proceeded to force me. (difference between N and n?)

After pressing '2' for America, I was presented with no listing of
cities (which I should've gotten) so I had to kill the update to get
out of it.

I ran it manually from apt-get update; and it asked the same this time
at least it acknowledged my 'n'.

Setting up libc6 (2.3.6-0ubuntu6) ...
Running 'tzconfig' to set this system's timezone.
Your current time zone is set to America/New_York
Do you want to change that? [n]:
Your time zone will not be changed

But, now, my system is set to UTC and my clock is wrong (visually)
$ date
Sun Feb  5 14:35:32 UTC 2006

I tried running 'sudo tzconfig' again to see if it'll fix, but it
still doesn't.  It enters into the same loop of claiming there's a
list of cities, but there are none and not letting me go on until I
select one of the cities... ugh!
