Turns out it was a dependancy issue. I filed a bug report. It'll only
affect those who just do plain 'upgrades'.

the libc6 update requires a newer locals, which requires a new package
itself. But it didn't bring it along with it (or force me to
dist-upgrade rather than a normal upgrade)
