That looks like a KDE theme.
Since you say you are new to Linux, maybe you don't know there are two
"desktop environments": one is GNOME, that comes with Ubuntu; another
one is KDE, that comes with Kubuntu (but you can install one desktop
environment on the other distro, if you want to).
Unfortunately, the themes from one desktop enviroment aren't
compatible with the other. So... you can't use that theme on GNOME.
You can find some themes for GNOME on http://art.gnome.org and
http://gnome-look.org .
