I guess you want gwget http://www.gnome.org/projects/gwget/
You can install it with Synaptic if you have the universe repository
enabled.
There is also a Firefox extension for it, fireget (installable from the
gwget site).

There is also the command line application wget, on which gwget is
based.

For ftp, you might be interested in gftp (also in universe).
