Do you have any devices plugged in?

Have you tried plugging in a high speed device into these ports?

USB details are often cloudy.  If I believed what the device manager
said about my desktop's USB ports I'd have 10 low-speed, and 10
high-speed ports.  As far as I know, I only have 8 USB2 total.

Check dmesg for output when you plug things in:

new full speed USB device using ohci_hcd and address 5
^^ USB 1.1
new high speed USB device using ehci_hcd and address 12
^^ USB 2.0

I recommend borrowing a friends USB2 memory stick and plugging it in
to each port and checking dmesg output before you make a purchase.
