Goofy apt things happening

This is the goofiest thing that I have seen in a wile.  I cannot get
some of the apt repositories to work correctly at work.  This is
starting to affect what I am doing and hate to go back to RedHat.  I am
not on a proxy but we do go through a monitoring gateway.  I have so
many problems with  http://archive.ubuntu.com and now I am getting this
error

What repository can I use in replacement for the above one?
