logrotage seems to be broken

This system has been up since the 13th of this month and the logs have yet to 
rotate.  The first installation, though flawed on several levels, at least 
rotated the logs on schedule.  I added the '--force' argument and also culled 
the test line at the beginning of the script as a last ditch effort ...both 
to no avail.

What now??
