It is possible to reprogram any scroll wheel on your mouse to do
whatever you want it to do (a scroll wheel is two separate mouse
buttons (and a third if it has "click" functionality)).

You need an app called imwheel and you'll also want to modify your
X.org configuration file.

Scroll wheels (whether "normal" or "lateral") behave as if they had
extra mouse buttons. Scroll up and scroll down (or scroll left/right)
send separate mouse clicks which you can program to do whatever you
wish. You can remap left-right to be up-down or do pretty much
anything under the sun. At one point I had the third and fourth
buttons on my Kensington Turbomouse acting as if they were the scroll
wheel (just to see if I could do it). Click on the 4th button would
scroll up.

Anyway, check out these links and the following wiki. Last year (late
'04) I decided to get GNOME to play nice with my TurboMouse (11
buttons in all... only got 5 of 'em working :-(.
