Package maintainer responsibilities

There is a debate going on about how to handle this. Currently, if
Ubuntu makes no changes to the package the maintainer field is not
changed.

Ubuntu bugs should be filed on Malone (http://launchpad.net/malone) -
the universe maintainers look there for reports.
