cppunit: enable non-standalone XML output

enable non-standalone XML output
The output generated by the XmlOutputter contains the
standalone="yes" declaration in the XML prolog.
Sometimes this is not desirable, for example xsltproc
can not process standalone document when referrenced as
external parsed entities, see bug
