yes, this is an incredibly annoying bug since it makes it almost
impossible to report any other bugs...  the dev team is aware of it, I
think they are waiting till dapper to "fix" it by introducing tighter
integration with launchpad/malone (thus obviating/obsoleting reportbug).
personally I'd rather they just fixed reportbug, but as I'm not about
to do the coding...
