The default logcheck lock file is /var/lock/logcheck/logcheck (hardcoded
in /usr/sbin/logcheck).
Since /var/lock gets cleaned on every boot, and logcheck runs as the user "logcheck", on everyboot logcheck complaints about not being able to create the lock file.
So, the easiest way to solve this issue is to default logcheck.lock to
/var/lib/logcheck/logcheck like:
edit /etc/logcheck/logcheck.conf (or provide a debconf option):
LOCKFILE="/var/lib/logcheck/logcheck"
This directory is always present and it has the proper permissions.
