Your questions sound very much like you plan to upgrade to Dapper by
reinstalling. Don't do that, Ubuntu is better than that (as are other
Debian-based distributions, and I would guess rpm-based distributions as
well, like RedHat/Fedora and Novell/OpenSuse).

It is certainly a good idea to backup all files before upgrading (and at
all other times), but I can't imagine how an upgrade could go so wrong
as to make your files inaccessible, especially in the age of LiveCDs
that allow access to your files even if the main operating system can't
boot.

This is how you should upgrade:
When Dapper comes out, there will be an annoucement that will link to
the upgrade instructions. They will list all needed steps, and will in
principle be like the upgrade notes for Hoary->Breezy, but probably even

Print out the DapperUpgradeNotes (so you have them handy if you need to
reconfigure X before having your graphical desktop back. This is known
to have happend sometimes for the Breezy upgrade).
For the (extremely rare) worst case, it is always good to have a LiveCD
at hand too, and an alternative way to access the internet for help.
