German Character Support

Hi guys,
I've a little problem with German characters. When i open a web page
from my computer firefox encodes characters using Unicode (UTF-8)
although the page is defined as 8859-1. German characters are shown as
question marks in a black diamond shape. In editors like gedit i
cannot see chacters, words splits form the character and i can see
only the first part. For example if the word is "FÜR" i can see only
"F". In web browsers i see "F -question mark- R". By changing the
character encoding to 8859-1 i can see them with no matter, but every
page load it switches back to UTF-8.
Can you please help me to fix this problem.
