Modem Monitor 2.12.1 is indecisive

I have the Modem Monitor 2.12.1 icon on the lower task bar instead of 
the upper bar because it just wouldn't install on the upper one.
It's operation is very erratic.  It can be activated perhaps once out of 
5 or 6 bootups and then it can be deactivated and reactivated  after it 
once activates.   The login is the same each time I boot ubuntu

What could be the reason for this irregularity?
