These are separate. Desktop background is changed
via System | Preferences | Desktop Background.

Right, and that's the login screen background. In my case, changing
it via Login Screen Setup did the trick. Maybe you don't have the GTK+
Greeter's Backgrond selector (top left corned of the tab) set to Colour?
