CUPS password

I want to set up a n/w printer within CUPS. When I select add it requests an
ID an password.
I tried the following
$ sudo lppasswd -a mike
which first asked me for the sudo password and then to enter and re-enter a
password for mike. But CUPS on 631 will not accept this. I tried
$ sudo /etc/init.d/cupsys restart
this executed with no errors. But I still can't get in to set up a printer.
two questions:
1. how do I set up a printer in Ubuntu/CUPS?
2. why has Ubuntu changed service names (e.g. network --> networking, cupsd
--> cupsys)? Not saying that they don't make sense, but if it ain't broke,
why fix it? Or is there more to these changes than I can see?
