10.0.0.0 is a class A network address - anything under 10.x.x.x is part 
of the `10.x.x.x' address; your subnet is 10.10.x.x, (as the mask is 
255.255.0.0, aka. a /16 address).

(is that what you didn't understand?) Thus your new address has a 
broadcast of 10.10.255.255.
