Using Local Directory to APt-get

Hello people, I've got a little problem, I've got all the files that
I've downloaded with a computer that has web access and I've put all the
deb files in the same directory and build the file Packages.gz with the
following command:
dpkg-scanpackages binary/ /dev/null | gzip -9c > Packages.gz
How I can add this directory to other computer as a repository.
All the files are organized in this way
~/cache|
| Packages.gz (file)
|-> directory binary (where are the files listed in
Packages.gz, and this is what I need to add to the synaptics package
manager)
If this doesn't work I've created a ISO file with this command:
mkisofs -r -A "apt-cache" -o ~/cache.iso ~/cache/
and I've mounted the ISO file, but when I'm trying to add the ISO file
(like a virtual DVD-ROM with the ISO file mounted, synaptics only tries
to add the physical drive, I've got 2 physical drives a DVD-ROM and a
CD-RW), can you help me with this?
