eyeD3 works with v1 and v2 tags, up to v2.4 tags (which I think is the
most recent).
$ eyeD3 some_directory/ | grep 128
...finds all 128k-encoded mp3s.
But note that it seems to search only two levels deep, so depending upon
how your files are organized you may or may not be able to use it to do
what you want.
