Keyboard problem in X with PowerPC and dapper

I raised this earlier on the kubuntu list as at the time I wasn't sure
of the extent of the problem, however as I've now established it to
occur whenever X is running I'm reposting the problem to the general
list.
When I start X (whether a display manager or a session using startx) the
keyboard on my iBook G3 will not type letters or the main punctuation
characters. Only numbers and the other characters on the top row of the
keyboard can be typed. I have tried with an external USB keyboard and
find exactly the same behaviour. At the console there is no problem.
Keyboard setting: macintosh/gb
I've tried both with and without kernel framebuffer.
Any pointers, hints, fixes or workarounds would be much appreciated:
