Kernel Upgrade Odditty

I have two servers running Ubuntu 6.06.  When the kernel updates came out I 
updated them both.  One of them correctly ended up on 2.6.15-25-server.  The 
other ended up on 2.6.15-23-server:

When I did the upgrade, it hung for quite a while (which is consistent with 
the dpkg.log).  It appears to have installed 2.6.15-25-server and then 
installed 2.6.15.23 over it.  Currently apt reports everything up to date.

This is a production server, so I am leary of a lot of experimentation.  Any 
suggestions on a low risk path to get to the current kernel?
