Actually, that depends on how you look at it.  It doesn't seem to be a
technical issue, but the usual legal, intellectual property type of issue.

The Xen team had a version of XP modified to work with Xen a couple of years
ago, but Microsoft declined to let them distribute it or how it was done.

I guess my main point was that Xen is in the Ubuntu main repository, which
may not be clear if you just Google it.
