Good point, and I thought about it when posting, but then disregarded it
for one reason: exactly because users don't distinguish panel, desktop
background, and panel menus, the distinction "affects only files and
desktop launchers" squarely puts the setting into the file manager
config. 
A setting in mouse config would IMHO only make sense if it affected -the
mouse-, which to me would imply it e.g. also changes whether I click
once or twice to activate an item in a menu or in a toolbar.

In Windows I see users doublclick in menus and on URLs all the time, so
yes, I think it does matter.

But I'd agree that it is a border case, and each location has pros and
cons, which makes the initial "the setting is placed in the fm config,
therefore Gnome is crap, KDE rules" still stupid :)

How so? the control also had categories in a tree view to the left (just
like the horrible jungle in KDEs config ;) so you have only moved the
problem to one step later: which category, mouse or file manager?
