Erm... no tricks involved. Installing Debian packages on Ubuntu may or may
not work, depending on the stage of evolution/development of whichever
Debian branch or repository you are using. Debian Etch and Sid are moving
targets, whereas Ubuntu only moves every six months or so... That's a
policy decision, not a lack of co-operation. Each release remains static
except for major bug fixes and security updates, just like Debian stable -
with the advantage of two releases per year, as opposed to "when it's
ready" a la Debian. It's just a different approach, that's all. Both are
valid, for different purposes and needs.

Note that quite a lot of Ubuntu developers are also Debian developers.

I think your anger is misplaced. If you want to use Debian packages I
would suggest using source packages and compiling them. The binaries may
not be compatible, but the sources should be fine.
