Text to Speech Program

A few months ago I was playing with a text-to-speech program. I thought 
I read about it in this list but a search didnt produce what I was 
looking for. It was simply, you write some text in a text document and 
type a commandline statement and it read. It was really cool. Now I have 
a use for it and I cant remember it.

Anyone know what Im talking about by chance?
