Is it wise to upgrade to Dapper (Kubuntu) now?

You'll get an upgraded version of your system.  If it is not still 
installed, you may want to re-install kubuntu-desktop in order to make 
sure that any new features that are in Dapper are pulled in by default.  
It isn't necessary, but you may miss some new stuff/configurations 
without it.

gksudo "update-manager -d"

is probably the best way to go, as it knows a little more about the 
operation it is performing, and so will not hange up as easily as the 
manual method of updating sources.list and apt-get.
