Works fine for me on current Dapper (x86).
The program is called "gnome-screenshot". To rule out keyboard shortcut
problems, try starting it from the command line in a terminal. 
If it doesn't work, then the package to file the bug against is called
"gnome-utils" (which contains also a few other small utilities).
