I can confirm problem #2 on current Dapper, definitely qualifies as a
bug.
However it's not really annoying (never ran into it until you mentioned
it), because it's a bit strange to keep opening/closing tabs like this.
I mean, why re-open a tab after closing it, much easier to just leave it
open ! ;-) And even then, the problem only shows if you have only two
tabs. If you have 3 tabs or more, closing/opening them doesn't exhibit
the problem.

So definitely a bug, but definitely not a blocker. Sadly there much more
annoying things in Gnome...

Have a look in Malone and upstream, maybe the bug has already been
reported.
