Except that Upgrade Manager is supposed to make sure they are (even

Sure, it's just that updates are not that frequent in a released
distribution and those that happen will be picked up by Update Manager
anyway (and show an icon in the notification area).
Plus, in a released distribution it should suffice and be safer to use
"upgrade" instead of "dist-upgrade" since then there is no danger of
inadvertently removing needed packages due to packaging bugs. (And FYI,
in case you wonder: I think I am not saying this so much to you, but to
less knowledgeable users that might read this thread :)

Yes, but in the current subthread it was then mentioned that doing so
would be completely safe, which it isn't as correctly pointed out by GP.
