Installing packages from the chache dir

IMHO
File-file on mentioned folder are temporary file when installing program
through synaptic (system--administrator--synaptic==ubuntu). When ubuntu
install program it download instalation file to /var/cache/apt and then
install it.
So..i think file in that directory have been installed to the system. So no
need to install them. Except we want to install at different computer whre
certain program not install yet.
