Sorry - posted before I was done!

You say that this started happening since you bought and installed a new
case fan. Is that fan a 3 wire fan, meaning it's speed controllable - I
assume it is...

Do things revert to normal if you remove this new case fan?

Are you sure you have it plugged into the pin header for a case-fan? I'm not
sure what other 3 pin headers you could have used, but it's sensible to rule
out the daft stuff early on!
