Dreamweaver is proprietary software and can not be redistributed so is
not permitted in the Ubuntu repositories.

Having never used Dreamweaver I can not say for certain what is
better, my only experience with Dreamweaver is when people have given
me their HTML code and it generates some really nasty looking code.

Apparently Nvu is meant to be a nice editor.

There is also Scream, but I am not sure its WYSIWYG

But it's probably best to use the version in the Ubuntu repositories
as it may have been modified for compatibility.
