Using TLS - how do you know if your isp or mail host requires this?

hahahahaha :-)  I checked with my ISP.  I asked why they didn't provide
instructions for people to use TLS with their server.  They said that was
only available to corporate customers.  I pointed out that they WERE
suppporting it - I only use encrypted mail connections - but that they
simply didn't provide the information to the users.  They then modified
their configuration to use an improper security certificate at their end -
apparently they don't _want_ us using secure communications unless we pay
an extra fee to them.  I stopped using them for mail...
