They're not all supposed to hotplug - Wacom devices aren't, because X
still doesn't really supports it (and it's been years already). External
USB hd can be hotplugged (just remember to unmount them). Card readers
also work for me, I just used it this morning (but better remove/plug
the whole card reader at once) provided you checked they work flawlessly
in Linux before buying them (I did, and I never had any pbs) - that is,
supported by open source drivers. They behave like any external hd.

USB bluetooth dongles should also be ok as long as their drivers are
open source.

As a rule, proprietary drivers might break between releases, but that's
because they're proprietary :) In that case, always remember to complain
to the hw manufacturer. And if you bought them after you got to know
Linux, don't forget to scold yourself too.

I never had a Palm, but I can't see why they should have any pb (unless
it's a recent model, but even in that case it seems strange).

You might have to google your exact hardware AND ubuntu. If it doesn't
provide any information, try googling your hw AND linux.

As a side not, since you upgraded, try also by booting a live cd or
doing an install from scratch.

Hope this help,
Loïc
