rsync connection refused (111)

I just build a Ubuntu Dapper server and believed I configured rsync --daemon correctly in inetd.conf, services, and rsyncd.conf.

When I try to rsync to it I am getting a "failed to connect to [ipaddress]: Connnection Refused (111)"  I am trying to rsync between two computers on the same network.  I did this a few days ago with a different distribution which had other issues but it did work without any difficulties from the machine where I am now getting the connection refused message on.  I am fairly knowledgeable in setting up rsync and I can't seem to figure out why this setup isn't working. Is there any default security that I am missing in Ubuntu Server that I am missing that might be blocking the rsync ports?

I am the Ubuntu sample rsyncd.conf file modified for my "standard" use.  Nothing special, its wide open presently, no allow or deny although I did try that.
